I am only one dimensional in that I run exclusively Redhat distributions.
In Redhat there is a command chkconfig:
chkconfig --list
will give you all the startup states.
chkconfig --level 345 pump on  
turns pump on for boot levels 3, 4 , and 5.  See /etc/inittab for explanation 
of boot levels.

Another dhcp client is dhcpcd.  There is another explanation at:
www.scroung.org/dhcpcd.html.
