You need to login (ssh, telnet) to the server that holds the repository then 
browse /scratch/cvs

If you're not adverse to gui tools, check out (accidental pun) TkCVS

http://sourceforge.net/projects/tkcvs

If you install tcl/tk on your windows box (not difficult), TkCVS makes a lot 
of CVS stuff less painful.
