[PLUG] .deb packages

Hey,

How do .deb packages work?  Are they static binaries or are they compiled at install time?  I was wondering about this because I currently use Debian 3.0r0 and was considering using Gentoo (www.gentoo.org) as everything is compiled at install time.  Although, I am fairly taken with the apt-get and apt-cache commands :).
