[PLUG] Allowing user shutdowns

KDM has a menu option for this, at lease under SuSE. I don't know if 
it's standard in all installations of KDM or not since SuSE does a bit 
of customization of KDE. At I'm like a windows user now and use KDM to 
shutdown my system instead.
