Cooper, et al.:

  The article noted that the industry is lining up heavily to fight this
because they perceive the purpose to "encourage" FOSS rather than
proprietary software. In the negotiations for language change, work for
language that's neutral and puts both open source and proprietary software
on a completely equal basis. This has two advantages.

  First, it prevents any challange to the law and makes it much easier for a
majority of legislators to pass it and have Gov. Ted sign it. Second, the
many advantages will be obvious -- or easily seen -- when both routes are
laid out side-by-side. Open source software doesn't need an perceived
advantage in the statute's language.
