Your ntpd is probably not syncing to a remote clock. Run ntpdc and
type 'peers' at the prompt, e.g.,

[heinlein at pecos heinlein]$ ntpdc
ntpdc> peers
     remote local st poll reach delay offset disp
=======================================================================
=LOCAL(0)        127.0.0.1       10   64  377 0.00000  0.000000 0.00095
*caesar.cs.wisc. 10.58.11.14      2 1024  377 0.07771  0.009911 0.01483
=br3.umtnet.umt. 10.58.11.14      2 1024  377 0.07413 -0.006702 0.01483

If all you see is the LOCAL peers, then you're not in touch with any
remote servers.
