[PLUG] Configuring proftpd for anonymous only, no write, rooted to a certain directory...

I have a partition on my server with the files of my old anonymous ftp
server, not any wu-ftpd program fragments left over. I want to export these
using proftpd though I am confused as to how the config file is targeted at a
certain directory let alone what user and group should be selected for
proftpd. Am I missing a comprehensive reference on how to configure
proftpd available through the www.proftpd.org site? All I have found there
is a sample configuration that isn't entirely explained.
One thing I need to figure out is what accounts to generate for this server
and whether or not they should be login accounts etc. I also need to
determine what user and group ownership plus permissions should
be placed on the files I want to make available via anonymous ftp.
I'm fairly confused about the install locations also. Does this program
work with any state, sysconfig, and prefix settings or do I need to use
specific settings for Redhat 7.2? Installing outside the normal paths
makes backup and isolating the specific files for this program easier.
