I don't see any reason why you can't remove them. I think they are just
cached files.

On this page:
http://linuxrefresher.com/installation/update.htm

it says:

"If you wish to archive the rpm files for these updates, you can copy
them to archive media from /var/spool/up2date."

I'm fairly certain that the .hdr files are just the RPM headers and then
the .rpm's are the actual update files.

Someone can feel free to correct me if I'm wrong.
