[PLUG] IRQ conflict

Lately I've been noticing slow connection speeds (I still have a dial-up 
connection) AND slow connections on my internal network.

I looked at /proc/pci and noticed that both the modem and ethernet on the 
machine that dials in and does IP masquerading were both on IRQ 11.  This 
seems to be a problem, and I suspect it is the source of the slow 
connections and network problems.  So how can I force one or the other of 
them to use a different IRQ?  (the ethernet controller is on the 
motherboard of this machine, but the modem is a USR PCI card)

...OR is this the problem, can the IRQ be shared between them peacefully?
