Brent, I'm surprised you missed the point... um, ok lets use your 
analogy. Police Car = State IT and Taking a Spin = Cracking the System

In either case, yes I would have some curiosity about the use of my tax 
dollars. In the police case I guess I'd ask some mechanics if they think 
the city does good maintenance. In the latter case, I'd ask a bunch of 
smart IT folks who I consider reasonably likely to know the answer. (ie 
PLUG)

Sure, if I ask the mechanics about maintenance they might take it upon 
themselves to go steal police cars. Frankly I expect more from the 
people on this list.

Conversely, the people on the list expect me to not waste bandwidth. As 
such I'm about done with this topic, though obviously others are free to 
post more.
