[PLUG] OT:Intenet connection speed

A question about acceptable performance for a T1 line.  We just
switched providers and I'm seeing less than pleasing performance on my
connection speed.  Our line is 512kbps and I know that some drop is
expected during peak hours but yesterday I measured from 60kbps to
227kbps during the work day then up to 453kbps at about 6:00 pm.  Are
these numbers to be expected from a T1 line?
