[PLUG] Mozilla plugins installed by user, not root?

Can Mozilla plug-ins be installed on a user by user basis, instead of
by root?

Here at work, they've finally installed an updated browser, Mozilla 1.4
(we used to use Netscape 4.75).  However, my requests for useful
plug-ins, like the spell checker, are being ignored.  Is there any way
for a user to install them themselves, aside from a completely
local install of Mozilla?
