Alternatively, as discussed further down in the thread, you could
establish send-hooks to only use traditional when sending to your
mother.

You will note that mutt will force PGP/MIME if the message it is
replying to is not us-ascii. Which Outlook rarely is. So you could have
mutt just automatically not sign. (Which seems reasonable given that she
can't do anything with your signature anyways.)
