[PLUG] who is XO Communications

I got a meg of logs last night filled with 208.176.253.98 (XO Communications) 
trying to relay mail through me. The names of the sites they forged were literally 
all over the map. 

I seem to remember something about the company, but I don't remember what it was. 
Are they known spammers, or people who care that they may have been breached?
