You might want to be careful about your definitions, as disaster
recovery can mean very different things to different people.
I've not be directly involved in the process, but for a medium to large
sized organization, auditors have specific requirements for the whole
disaster recovery thing that are along the lines of being able to continue
business operations within X number of hours of Portland being off the map.

So even a DR facility on the West Coast is too close for them.
