I'm just finishing up a qwest dsl config for a customer.  I would 
recommend getting static ip's not so for much for the "always on" aspect, 
but for the good things a static ip can provide such as nameserver usage.

AFAIK, dsl is always on.  PPPoA/PPPoE just allows an ISP to structure the 
network topology to meet their needs.
