The first problem that I see is that -UIlocal is not a valid argument 
for Mozilla.  It should be ignored, but I suppose it could cause 
problems.  Try "-UIlocale en-US".

Also, Mozilla is usually started from the mozilla shell script which is 
usually located in the same directory as mozilla-bin.   Find the script 
`locate "mozilla" | grep "mozilla$"` and try and start with the script.  
To see if you are getting any errors, start Mozilla from a terminal 
window. 

If it still is not working, the problem could be that your user profile 
is damaged.  Mozilla stores user-level configurations in a .mozilla 
directory in the users $HOME.  You can move the profile to a backup 
location (e.g., mv $HOME/.mozilla $HOME/.moz.bak) and start mozilla 
again.  This will require you to recreate your preferences, but will 
also enable you to copy preferences like bookmarks.
