Good god man, don't say that with any OpenBSDers around; you'll be
hanged!  It quite definitely isn't, otherwise FreeS/WAN wouldn't suck
quite so much.  (It probably wouldn't suck quite so much if they'd
accept contributions from USians too.)  FreeS/WAN has gotten a lot
better over the years and is quite usable; OTOH, OpenBSD's IPSEC
implementation is very likely the oldest among free OSes and from what
I've read, quite stable and mature.
