There are a few, but they are not the easiest to use.

MainActor looks nice, but it refuses to run with Redhat 9. It also seems 
to not be actively maintained.

Kino is pretty nice.  Does great DV captures.  I have run into a couple of 
bugs in the edit process though.

Cinelera is a mamoth program that appears to do everything.  It is a pain 
to install from source.

All of these may or may not work on Mandrake.  None appear to be included 
in the main distribution.

Kino is available in the Mandrake contrib ftp site.  

Try looking at ftp://ftp.orst.edu/pub/mandrake/9.1/contrib .  They also 
have other versions there.
