They do. Some charge, others don't. Oregon provides a ton of data for
free. Washington sells it through DNR (Dept. of Natural Resources). Nevada
and Idaho sell their data, too.
At the County level you'll pay for the data. Every county now has its own
GIS, complete with staff.
We pay for water, sewage, roads and education all provided by "guv'mint"
so why not spatial data?
