Maybe the guy is a thief, but not how everyone seems to think.  I would bet 
big bucks that he is not in fact illegally selling VMWare licenses.  He's 
just trying to con some poor sucker into giving him money for a fake license 
key that'll never work.  It's like selling a bag of oregano on the street 
corner.  Who are you going to complain to if your attempted illegal activity 
turns out to be a con?
