It seems like a good idea, if you assume most spammers create their own
SMTP servers.  But don't they often use open relays or break into
networks to use existing servers?  If so, then validating SMTP servers
would place a great burdon on ISPs to make sure no one abused them. 
Hotmail's relays would get blacklisted faster than you can say "viagra".

By the way, there was a big article today in the news (New York Times,
or the Washington Post, can't remember) on new spam legislation now in
congress.  Anyone paying attention to this stuff?  (I'm guessing so,
knowing this to be a fairly politically-inclined list.)
