If it were this easy there would be no security.  /etc/passwd is world readable.
For many years RH (the disto in question) has been using shadow passwords. 
The whole point is that the encoding is non-reversable.  What's wrong with

$ passwd poor_user_with_a_random_password EasyToRememberPassWord

or are you trolling?
