I have an answer for that Rich. Right now there is no mandate that the
State allow Open Source vendors consideration RFP and contract award
process. This bill mandates that Open Source be treated with the same
consideration as Microsoft and all of the other software vendors. This
is actually a very good thing since it seems to be difficult to convince
some State business units that moving to Linux is not as bad as they
think it might be.
