No, they figured that executables compiled on 9.0 will not run on 8.0 so
according to their version numbering convention, it cannot be called 8.1,
has to be 9.0. The rule for RH is very simple: as long as there is
backward compatibility, the major version number remains the same. When
they cannot guarantee backward compatibility, the major number increases
by one.
In this case, they went from the old Linux threads to NPTL. This change
alone is enough to break backward compatibility completely.
