Yes, both servers could have the same precedence even if they were for
the same domain.

I think you want to either start the MX record for the top level
domain with an @ or mydomain.com. to indicate it is the MX for the domain
or move them near the NS records (which would require an @ if they were
moved elsewhere in the zone file).
