Another option is to just not use inn.

I've personally found it easier to use nntpcache (www.nntpcache.org).  
It's basically a proxy server. You tell it about whatever nntp servers
you access.  Then it transparently makes them look like they're local.  
It caches locally articles from groups that are actually read locally.
