If you haven't figured this out already, you might want to take a look at
the settings in the system's app-defaults directory.  E.g., here are 3
relevant lines from /usr/X11R6/lib/X11/app-defaults/XTerm on my
system:

! Uncomment this to use color for underline attribute
!*VT100*colorULMode: on
!*VT100*underLine: off
