Finally reading the article.  IMHO best quote:

Second best:

   The less obvious benefit is a reduction of time cutting through red tape.
With 
   Open Source, staff spends no time writing RFPs, holding bids, evaluating

   seeking management or council approval for funding, or exhaustively
researching 
   competing commercial products. Researching an Open Source product, by
comparison, 
   is simple: Just download it and use it.

I'm originally from Garden Grove, CA. Often the focus of negative news
reports -- Garden Grove is home to "Little Vietnam," which has in the
past erupted in some pretty horrific gang violence -- my home town
surprised me today. For some odd reason, I was poking around the

The bottom line is that the city manager estimates he saves about
$70,000.00 in direct costs each year, and more in indirect costs (less
