A year and a half, two tops, IIRC.

Prior experience. Unstable forks a testing, which rolls over to
frozen, which then becomes stable by bumping the incumbent stable into
the archive. testing and frozen have been mutually exclusive so far,
and it's usually several weeks to months before a new Testing forks
off.
