There is no sure fire bullet proof way.

You'd have to ask the administrators of the lists. Many or most
of them refer to individual hosts. But some list blocks of IP
addresses for an ISP's dial-up addresses, for example.

A local DNS cache can cache these RBL lookups just like any
other DNS answer. There's nothing special about a RBL lookup
from the point of view of a cache.
