[PLUG] bulk addition of users

I'm in the process of converting a NT based mail server to a Linux based 
one.  A comma seperated file has been created with usernames and 
passwords.  I'm looking for a tool that can create users on the Linux 
host.  Initially I thought of an expect script, but I'm coming up short 
finding an example using google.  I'm wondering if anyone might have a 
pointer to such a thing.  It need not be an expect script.
