Mostly: v3 is poorly implemented in the 2.2 kernel series.
Whether or not you have to specify it, however, is pretty much up to
your distro's version of mount. Red Hat and Debian both seem to
default to v3; I can't speak for other distributions. To see which
nfs version(s) you're using, do
nfsstat -c # for client-side usage
nfsstat -s # for nfs servers
