There's no real master plan here, I just felt like configuring both cards the 
same, except for the IPs.  I was taught to never ever do that, so I did. It's 
my own invention, I call it "Perverse System Administration."

/etc/modules.conf says

alias eth0 8139too
alias eth1 tulip

I assumed that modules were loaded in PCI bus order, but I don't know for 
sure. In this instance they are.
