Isn't the secret to rate mail based
on volume it is being sent out at so 
that it can be trapped at the ISP 
level if it exceeds what is likely 
legitimate?  

The other thing I'd like to see are 
ISP's catching worms and viruses.  
Without violating people's privacy, 
it should be possible to scan email 
data and other data for obvious 
viruses and worms at the 
intermediary routers affecting 
slowing certain types of attacks.

Probably the largest problem is that 
Winduhs does not protect software 
programs from Trojans and other 
malicious data.  I think the easy
hijacking of computers is the most 
integral part of the denial of service 
problem.

There has been some news that software
liability will become more important
after related court actions.  If it
means that Microsoft and others become
liable for selling any software that 
is easily cracked or has glaring 
security holes, that's probably 
a good thing.

An interesting history note is that
mail used to cost the receiver and
not the sender.  The latter is why
Thomas Jefferson wanted to receive 
less mail in his later years.
