[PLUG] Connection timed out with lobo.ftc.gov

I routinely bounce SPAM to uce at ftc.gov. Starting yesterday morning, they
don't appear to be accepting MX connections. There's nothing on their web
site to indicate a problem, and I've not seen any problems with emailing
other hosts. Anyone else seeing this?
