[PLUG] Mandrake networking question

I am running into an odd problem on a Mandrake 10.0 machine.

Any address I try and connect to, with any protocol, fails the first time.  
Every time after that, it works fine.

I have been unable to figure out just what is causing this.  I have 
removed all proxying.  Iptables is turned off.  The caching nameserver is 
removed.  Yet it still does it no matter what I try short of reinstalling.

Any ideas?
