Actually it was in KPPP.

Google produced an answer.

it has to do with removing the link, changing the kppp in /usr/sbin to 
include u+s, then creating a new link in /usr/bin/kppp.

after a heart stopping moment getting the modem to speak to me, it worked.

As of this Day, I am windowless for 24 hours.

presently running Suse 9.0, Fedora Core 3 and Redhat 7.3(stupid file 
server won't "see" anything newer)

Have a modem issue to work out on the Suse box but printers working 
perfectly and Suse "sees" both Zip drives and my USB flash drive.
Even did a little SSH file transfer this AM between machines on the 
Network here.

I am greatly in the debt to you, Richard, to the Plug list in General 
and to Mike Neal and Ed Sawicki(teachers extraordinaire) for getting me 
this far. May I never tire of telling people how really great all of you 
are.
Nor will I soon forget a particular teacher,who constantly said two, no 
three things to me:

Google is your friend
Did you read the MAN files?
Well, you never really get to know an OS until you've had to install it 
a dozen or so times.
