[PLUG] Why did ~ break in bash vi mode?

In RH9 and up, bash seems to have broken ~ while in vi mode...

It used to change the case of the letter, now, it ummms, foobars the
line like this (hitting ~ on the i of hitting):

hittI^N^SB^H°^Q^Hng

I am guess there is an oddball character between ^H and ^Q since it was
not the command line but show in the cut and paste....
