Does hdparm -t count as sustained?

# hdparm -t /dev/hdb

/dev/hdb:
 Timing buffered disk reads:  154 MB in  3.00 seconds =  51.30 MB/sec

The read rate is around 55MB/sec if i don't have the partitions mounted.
