rxvt picks up wall and write messages on my machine, Fedora Core 1.  The 
one difference could be that rxvt is not writing to /var/run/utmp.  wall 
looks there to find the logged in terminals.  There is a flag (-ut), and 
  resource that controls this.  I guess it could be a compile-time 
option.  It could also be installed non-suid root and not have permissions.
