I have had a good experience with Inflow[1]. They aren't based out of
Portland, but each co-lo is managed regionally as a separate profit&loss
center, so the management decisions are local (helps a bit with policies).
The fact that they are still around has to give them something as well. :)
I've also been keeping my eye on pdxcolo.net. I like the idea of having
my own user-mode linux without having to deal with any hardware. I think
this model also benefits user-mode linux as pdxcolo.net has an interest in
making user-mode linux work well.
