A cursory look tells me the flag has to do with which language is used.

Past deleted information in a file could be a way to get back to old 
copies of the file.  If a document's format is something someone would 
like to use for another document, they might just erase the info from 
the old one and input the new.  However, the old info might be recoverable.

Cleaners are probably a good idea for many of the formats.
