Both DHCP clients ask for the IP address they had last, and if it
doesn't bother to ask for a specific IP (like never got a lease
before, or configured specifically not to ask), then the DHCP server
will either give it the last IP it remembers that host having or some
other semi-random IP based on whether or not it's already being used
and other factors that is most briefly summerized as roughly whenever
it feels like changing it.
