Since we're all reccomending something different, I'll chime in with my
two cents. I've used and administered TWiki-based sites in a couple of
different situations. TWiki isn't the simplest package to grok
initially, but after you get the hang of it seems reasonable. TWiki has
fairly fine-grained access controls. You can set up user and group
accounts, and restrict page viewing and editing to particular
users/groups, if desired (IIRC, authentication is handled via basic HTTP
authentication).

TWiki also parses its own dumbed-down text mark-up. Some folks think
this is a really handy feature. I'm not so sure I agree, but it doesn't
have to be used. Plain old HTML works fine, too.
