RPM keeps track of dependencies for Fedora. The installer likely
screwed up the dependencies for the old package when doing the upgrade.
I would call that an installer bug that results from turning off
dependency checking when installing core packages. If the installer was
smart it would have installed the compatibility package.
Fedora includes yum which does dependency resolution. yum doesn't have
a way to check for broken dependencies. But it does have a way to find
dependencies: "yum provides libssl.so.2" will find the openssl096b
provides the wayward library.
Fedora (and Red Hat) can also use apt for rpm. APT will definitely
diagnosis the problem with "apt-get check". I don't think it will
automatically fix the problem.
