I have noticed that some CF type media will not format as anything other 
than vfat.  It seems to be something in how the media was made.  Some usb 
drives do this.  Some flash memory does as well.  Probably the same OEM.

Have you tried a different brand?

Is there a reason you cannot use vfat?
