No, I doubt it.  FAT filesystems are considerably simpler than NTFS
filesystems, so it seems unlikely.  OTOH, there might be a tool in the
ntfs-utils for Linux, but I don't know.  However, I seem to recall that
2k/XP also have a disk administration tool than can resize filesystems.
