The only way to slow down spam is to reduce the economic profitability
of it.  More effective marketing of spam products in other venues
reduces the available customer base.  Incomplete/invalid/fraudulent
transactions against vendors who use spam (and who cannot seek recompense
by legal means) can drive up their cost of sales to unsustainability. 
Focus on the transactions, not on the email.  Cause them to lose their
credit-card merchant accounts.   Anyone want to write a "buy-bot"?  Do
landfills take deliveries?  Or do we just deliver the misrouted goods
to other spammers?

Of course, for the fraud-peddler spammers there is always Mugu baiting
( i.e. http://baita.mugu.co.uk ) and variants.  In some cases, mugus
have been led towards jail or even murdered by crime syndicates, so
this works too.

So, after the spammers, are penniless, ostracised, jailed, or worse,
THEN you can break their kneecaps.
