It's completely *possible*. Of course, you'll need to own your own
netblock and then get an AS routing number and be prepared to handled
BGP at your border. None of which you can get on consumer broadband at
all.

As Russell points out, on narrowband you can use EQL, but again, only
if upstream supports it.
